DVST303 Advocacy and Policy Development

In development circles in the past two decades, there has been a growing awareness that advocacy for policy changes that benefit the poor is needed in addition to ‘aid delivery’. This requires research and analysis which results in reports used as lobbying tools to influence those with power in the world – governments, powerful economic blocs such as the G8, the UN system and the international financial institutions. The unit will examine various advocacy strategies and their contexts and analyse outcomes including changes to policy. A particular analysis will be made of the Millennium Development Goals. The unit will look at a number of case studies and students will be encouraged to critique some advocacy campaigns in order to deepen their understanding of this aspect of development work.
